Clinical Governance Essentials for Community Pharmacy

A comprehensive guide to clinical governance in community pharmacy — covering CPCF obligations, approved particulars, the Data Security Protection Toolkit, audit, risk management, incident reporting, information governance and business continuity. Updated to reflect 2024/25 and 2025/26 CPCF changes.

Clinical governance is the NHS framework that makes every healthcare provider — including community pharmacies — accountable for continuously improving the quality of their services and safeguarding high standards of care. In community pharmacy, clinical governance sits at the intersection of CPCF contractual obligations and GPhC registration standards: it is both a mandatory regulatory requirement and a professional imperative.

Yet in practice, many pharmacy owners experience clinical governance as a series of disconnected tasks — completing the Data Security Protection Toolkit, preparing an annual complaints report, ticking off an audit — rather than as a coherent system that actually improves patient care. This course changes that. It builds your understanding from first principles and connects every requirement to a practical, manageable governance system.

What you'll learn

  • The seven pillars of NHS clinical governance and how they map onto community pharmacy
  • Every current CPCF clinical governance obligation with deadlines and evidence requirements
  • What NHS approved particulars are and how they define your clinical governance requirements
  • The 2024/25 and 2025/26 CPCF changes — including the removal of clinical audit and patient satisfaction requirements
  • How to design a governance system that works for an independent pharmacy
  • Audit, risk management, incident reporting and how to turn data into documented learning
  • Data Security Protection Toolkit, information governance and patient records obligations
  • Business continuity, temporary suspension notification and premises governance

"Clinical governance is a system through which healthcare providers are accountable for continuously improving the quality of their services and safeguarding high standards of care." — NHS definition

Up to date with 2024/25 and 2025/26 changes

The CPCF clinical governance landscape has changed significantly in recent years. The mandatory patient satisfaction survey (CPPQ) was removed in October 2022. The staff reference requirement was removed in October 2025. During 2025/26 there is no requirement for a nationally chosen or pharmacy owner-selected clinical audit. And the practice leaflet requirement is being removed.

This course reflects these changes, clearly flags what has been removed and what remains, and advises you where to check for the latest updates — because the CPCF continues to evolve and a course cannot replace the current CPE and NHS England guidance as your primary reference.
